Prioritizing maternal health in Smithfield and Isle of Wight County.
Leadership and Advisory Board
Executive Director
Victoria Bikkers, PT, DPT, OCS
Victoria and her husband, Joey, own and operate Smithfield Physical Therapy Specialists, a local private-practice physical therapy clinic which places emphasis on providing high-quality, evidence-supported services. Both Victoria and her husband, Joey, were led to starting their own practice not only so that they may be able to have control over how they treated patients and delivered care but also so that they could have a greater capacity to give back to the community that continues to so graciously support them!
Victoria is a board-certified orthopedic specialist with additional specialization in the treatment and management of pelvic health conditions. Her passion for the pelvic health speciality did not truly develop until her own pregnancy and subsequent postpartum experience. As someone who has always prioritized health and fitness, throughout her peri- and postpartum experience she saw the gap that currently exists within our health system and more importantly our local community. Through this experience she has become driven to develop herself clinically and professionally so that she may be able to provide help and hope to those throughout the continuum of life and bring awareness to this growing and vital subspecialty.

Angela Allen, DNP, PMHNP-BC, FNP-BC, BC-TMH
Dr. Allen followed in her mother’s footsteps and became a nurse after her career as an aircraft electrician - including serving 11 years in the United States Navy as an aviation electrician’s mate.
Dr. Allen is dual-certified as a psychiatric/mental health nurse practitioner and a family
nurse practitioner. She began her nursing career over 14 years ago and has enjoyed providing patient care in cardiac, respiratory, med/surg, step-down, ICU, long-term care, and outpatient psychiatric settings.
Her passion for providing psychiatric care stems from recognizing family members who have struggled with mental illness. Dr. Allen strives to provide her community with accessible, evidence-based mental health care, which prompted her to open her own outpatient mental healthcare practice, Focused Psychiatric Services, in a semi-rural area of Virginia in 2020.
Dr. Allen is a member of several professional and educational organizations and serves as a preceptor and mentor for the next generation of psychiatric/mental health nurse practitioners.
In her “spare time,” Dr. Allen loves spending time with her husband and family, practicing self-care, and attempting to keep her plants alive!

Jennifer O'Connors, MSN, CFNP, IBCLC
My name is Jennifer O'Connors and I am a Nurse Practitioner at Infinity Pediatric and Adolescent Medicine right here in Smithfield. This is my 26th year working as a Nurse Practitioner in Pediatric Primary Care. I am very fortunate to have found a career that I truly love and am passionate about. Having the opportunity to interact with and get to know my patients and their families is very fulfilling for me.
I am from the Eastern Shore of Virginia and moved to this side of the water when my husband and I got married 14 years ago. Phil and I have a beautifully blended family with 4 grown children, 2 girls and 2 boys, and now 2 precious granddaughters. The kids are all successful, happy and close by. We enjoy entertaining family and friends in our home in North Suffolk. Phil is a RN and does amazing wood working when he is off. My favorite thing is growing fruit and vegetables in my garden. I generally have an over abundance making it a treat I can share with friends!
